THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) is divided into organizational entities. One of these entities is Continuous Monitoring and Analysis (CMA), managed by a Deputy Director reporting to the Director, Air Navigation Bureau (D/ANB). CMA has functional responsibilities over the Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP-CMA) as well as safety and air navigation analysis reporting and safety information exchange. The incumbent will report to the Director, Air Navigation Bureau. The incumbent is expected to make the necessary decisions to ensure the proper operation of the audit programme as a result of decisions made by the Assembly, Council and Secretary General as well as the delivery of Analysis Reporting.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results) Oversees all Continuous Monitoring activities, analysis and safety information exchange functions within ANB, achieving results such as:
- Direct the work of the ICAO Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP - CMA) as directed by the Assembly and the Council under the authority of the Secretary General and Director, Air Navigation Bureau.
- Provide functional direction and administer the overall activities and resources associated with conducting monitoring analysis and information exchange activities, in order to:
- ensure adherence of activities to ICAO Strategic Objectives, Annexes, and financial and personnel regulations, policies and procedures;
- ensure that USOAP - CMA is delivered in accordance with relevant Assembly Resolutions and Council Decisions, including the monitoring of compliance to ICAO Standards and Recommended Practices (SARPs) using the Electronic Filing of Differences (EFOD) and the performance of safety analysis and reporting including the exchange of safety information; and
- ensure the sustainment of the quality assurance management and (9001 Quality Assurance Certification) in monitoring analysis and safety information exchange activities.
- Liaise, negotiate and coordinate with national authorities with respect to the administrative and logistical aspects of the audit programme.
- Review and update, when necessary, relevant policies and rules related to the implementation of the USOAP.
- Function 2 (incl. Expected results) Galvanizes and takes the lead on providing timely and effective assistance to States and regional and sub-regional bodies in the areas of aviation safety and safety oversight, achieving results such as:
- Provide expert and strategic guidance and advice on safety-related policy and issues to States, in coordination with Regional Offices, giving high priority to those States with unresolved Significant Safety Concerns.
- Oversee the development of ICAO Plans of Action and ICAO global safety initiatives, as applicable, and follow up on their implementation.
- Oversee the coordination of all projects
- Liaise and coordinate with other ICAO Bureaus and Offices, as necessary, on issues related to safety oversight. Ensure the timely and accurate preparation and presentation of Working Papers for the ANC, Council and International Meetings relating to SMM matters. Direct the planning, development and monitoring of assistance projects to strengthen States' capacity to provide safety oversight and encourage establishment of regional and sub-regional safety oversight systems such as Regional Safety Oversight Organisations (RSOOs) and to coordinate and provide support to Regional Aviation Safety Groups (RASGs) to resolve safety-related deficiencies.
- Function 3 (incl. Expected results) Manages the effective and timely provision of assistance to States in the development and implementation of safety management systems (SMS) and the State Safety Programme (SSP), achieving results such as:
- Manage and oversee the approval and implementation of international agreements with key partner organizations for the exchange and sharing of safety-related information and assistance initiatives.
- Maintain high-level contacts with senior personnel of partner organizations and member States to ensure appropriate cooperation and effective implementation of agreements and working arrangements.
- Function 4 (incl. Expected results) Leads, manages, plans and directs work related to Continuous Monitoring and Analysis achieving results such as:
- Oversee the formulation and implementation of the Global Aviation Safety Plan (GASP).
- Develop future work programmes and certify expenditures related to monitoring and analysis activities within ANB.
- Direct the safety-related programmes and activities of the Bureau in accordance with the Organization's Strategic Objectives.
- Serve as principal advisor to the Director, Air Navigation Bureau on matters related to the safety oversight.
- Provide effective direction and guidance to staff engaged in technical, professional and support activities.
- Participate in and contribute to the Senior Management Group (SMG) meetings, inform staff of pertinent issues and implement decisions taken by the Secretary General on SMG recommendations.
- Serve as focal point to respond to the queries of internal and external auditors on issues related to monitoring and analysis activities.
- Execute high-level administrative duties relating to budgetary and financial allocation of funds and make recommendations on the selection of senior staff.
- Represent ICAO, as required, to act on behalf of the Director at designated international and regional meetings, conferences and symposia.
- Contribute to the overall planning and implementaion of the ANB Budget.
Function 5 (incl. Expected results) Serve as a member of the Monitoring Assistance and Review Board (MARB ), chaired by the Secretary General;
Coordinate support to the MARB by identifying States that should be monitored based on pre-defined criteria and States that require assistance to address shortcomings and deficiencies including Significant Safety Concerns, and recommend high-level assistance strategies.
Chair the Significant Safety Concern (SSC) Committee. Review the results presented by Chief CMO as well as subject matter experts to substantiate the issuance or removal of SSCs.
Communicate decisions and the follow up results in accordance to established procedures.
Function 6 (incl. Expected results) Oversee the Aviation Safety Training activities achieving results such as:
Oversee the execution of the ICAO Civil Aviation Training Policy for safety including the management of TRAINAIR Plus Programme.
Outline the strategic direction of the Next Generation of Aviation Professionals (NGAP) activities together with the NGAP Task Force.
Monitor the management of e-learning safety training courses, the endorsement of safety training courses and Government Safety Inspectors training centres.
Foster partnerships and networks to expand and capitalize on safety-related training courses and ensure high quality thereof.
Judge and evaluate current trends and needs on the development of aviation safety training, define budgetary and operational plans in line with these trends and set the direction for the future of safety-related training.
QUALIFICATIONS AND EXPERIENCE
Educational background An advanced level university degree (Master's Degree or equivalent, which should be substantiated by the applicant) in an avi ationrelated field, or other scientific or technical discipline, management, administration, economics, law or related discipline, is required.
Professional experience and knowledge
- Extensive experience (preferably 15 years), of which at least 10 years should be in a civil aviation authority, airport, airline, air navigation services or similar aviation-related organization.
- Substantial practical experience in the planning and administration of civil aviation programmes rising to an executive level of responsibility. Experience (preferably at least seven years) with an international organization or dealing with aviation matters crossing national boundaries, including high-level negotiations with government authorities.
- Thorough knowledge of ICAO's functions, in particular the Universal Safety Oversight Audit Programme, and its organization as well as in-depth knowledge of the Convention on International Civil Aviation and its Annexes.
- Proven ability to plan, direct and supervise a broad area of institutional work, and to decide or advise on solutions to important problems of policy and practice.
- Excellent ability to use computers, latest multimedia software and contemporary networks.
- Excellent ability to write clearly and concisely, and to maintain harmonious working relationships in a multinational environment.
- Good knowledge of quality assurance management (ISO 9001 Quality Assurance Certification).
- Extensive familiarity with auditing concepts and principles, particularly at a management level and as related to the application of standards.
- Language Skills Fluency in English is required. Working knowledge of one of the other languages of the Organization (Arabic, Chinese, French, Spanish, Russian) is desirable.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62.
