The Position
Focus Humanitarian Assistance Canada ('FOCUS Canada') is looking for an accomplished senior executive to influence, plan and execute the unit's strategic priorities, and those of the FOCUS International (FOCUS) Global Office.

Based out of Toronto, the Executive Officer (EO) will work with the Board of Directors for FOCUS Canada (Board), through the Chair, to provide thought and management leadership to staff, and to senior volunteers across the country, to help strengthen the global impact of FOCUS.

FOCUS Canada strives to excel as a community-based emergency humanitarian assistance organization capable of delivering an effective number of programs and projects that save and protect lives, alleviate suffering and deprivation, facilitate refugee resettlement and repatriation, and facilitate disaster risk reduction measures.

FOCUS Canada's goals and strategic priorities include:

1) Lead the development of Disaster Management activities in ensuring the safety and security of members of the civil society from natural and man-made disasters;

2) Create a culture in Canada of a resilient community;

To create Centers of Excellence in various aspects of human response;

3) Develop human resources (staff and volunteers) to ensure the right people are effectively engaged;

4) Develop strong external relationships and partnerships;

5) Develop capacity for other FOCUS units around the globe, and strengthen operations of the local organization.

Specific Responsibilities of the EO include:

Leadership
    Provide leadership to unit activities; lead a talented team of professionals (staff and volunteers) who handle preparedness planning, finance and administration.
    Oversee and manage business operations, such as finance, donor management, human resources, compliance and technology and work with the Global office to manage fiscal and statutory matters.

Programs


  •     Oversee all country programs and activities to meet objectives, timelines and budget.
  •     Contribute to FOCUS' global and country strategic plans.
  •     Oversee and implement FOCUS Canada's disaster risk reduction response, and related programs.

Public engagement

    Develop and implement an effective donor development strategy and an effective communication strategy for internal and external stakeholders.
    Actively participate in disaster management forums, policy dialogue initiatives, and conferences to enhance FOCUS' reputation as a credible disaster management organization.
    Develop strategic alliances with non-profit, academic and government agencies, to learn, advocate and fund-raise.
    Work with large teams of volunteers across Canada.

Board relations, administration and support

    Oversee operations, administration, budget development and compliance with all statutory, legal and regulatory requirements of the country unit.
    Facilitate and support Board members in carrying out their roles as required.
    Serve as a liaison between the Board, staff and the Global office.
    Work to deliver effective programs in the area of disaster preparedness, response and recovery.

Human resources
  •     Manage the unit's human resources according to approved personnel policies and procedures in accordance with applicable laws and regulations.
  •     Manage, motivate, and evaluate staff and volunteers.

    Liaison with global office
    Work collaboratively with the Global Office to support programmatic and administrative activities in other FOCUS units and report to the Global office on activities as required.
    Collaborate with the Global Office in external communications and resource mobilization activities.

The Requirements

Essential

  •     A professional qualification, or a graduate degree in social sciences, community development, international development, emergency/natural hazards management, public health, engineering or related disciplines.
  •     At least three to five years' experience in a management position or as a senior leader within a corporate, government or non-governmental setting preferably with some international exposure. Project management including functional supervisory experience required.
  •     Superior written communication skills to create a variety of documents, including briefing notes, plans, procedures, executive-level correspondence, reports and proposals.
  •     Excellent oral communication skills and the ability to effectively represent the unit with various governmental entities, NGOs and other external stakeholders.
  •     Experience managing human resources.
  •     Willingness to travel domestically and internationally as required.
  •     Creative approach to problem solving.
  •     Appreciation for the objectives and ethical underpinnings of the work of AKDN and the desire to work with multiple other FOCUS Units and AKDN agencies.

Assets

  •     Emergency management experience, with demonstrable expertise in mitigation and response methods.
  •     Experience with monitoring and evaluation, logical framework and strategic planning approaches.
  •     Institutional knowledge and practical experience within the AKDN and its ethical framework.
  •     Experience and knowledge relating to the legal and regulatory compliance required for non-profit organizations and charities.
  •     Ability to collaborate effectively with regional and international subject matter experts.
  •     Cultural sensitivity to Central and South Asia.

    Candidates must be authorized to work in Canada.
