THE ORGANIZATIONAL SETTING

The Implementation Support and Development Section – Safety (ISD-Safety) is located in the Air Navigation Bureau and is responsible for coordinating the efforts and resources of the Organization to assist Contracting States in resolving safety-related deficiencies. The Section is also focused on facilitating the implementation of sustainable regional and sub-regional safety oversight systems, such as Regional Safety Oversight Organizations (RSOOs), as well as coordinating and providing support to the Regional Aviation Safety Groups (RASGs). The incumbent reports to the Chief, Implementation Support and Development Section Safety, with whom s/he consults on workrelated issues and from whom s/he seeks advice and guidance on assignments.

The incumbent carries out duties and responsibilities in support of the provision of assistance to States and regional and sub-regional bodies in the area of aviation safety and safety oversight, as are assigned to her/him by the Chief of the Section. The incumbent exercises initiative in the day-to-day conduct of the work, in line with the guidance provided by the Section Chief on objectives and policy.

MAJOR DUTIES AND RESPONSIBILITIES


Function 1 (incl. Expected results) Develops and plans the execution of projects for States with Significant Safety Concerns (SSCs) and other safety oversight deficiencies, achieving results such as:

    Administer the Aviation Safety Fund (SAFE), with respect to proposing projects for implementation and sourcing funds from donor States and other aviation safety stakeholders, to include donor States, financial institutions and other international organizations.
    Draft reports on the status of the Aviation Safety Fund (SAFE), as required.
    Review and propose amendments to the ICAO Plans of Action developed by the Regional Offices for the purpose of assisting States resolve their safety oversight deficiencies and Significant Safety Concerns (SSC).
    Coordinate and consolidate inputs from the Air Navigation Bureau with respect to Technical Cooperation projects in the field of safety, to include the review of Project Documents, candidates for project technical positions and any other safety issues requiring subject matter inputs.
    Plan and coordinate meetings, conferences, symposia and other events related to the provision of assistance to States with Significant Safety Concerns (SSC) and other safety oversight deficiencies.

Function 2 (incl. Expected results) Promotes, and provides guidance on the establishment and management of Regional Safety Oversight Organizations (RSOOs), achieving results such as:

    Develop guidance material on Regional Safety Oversight Organizations (RSOOs), to include updates to the ICAO Manual on the Establishment and Management of Regional Safety Oversight Organizations (ICAO Doc. 9734, Part B.).
    Draft working papers, reports, studies and other material relating to Regional Safety Oversight Organizations (RSOOs) for submission to the ICAO Assembly, Council, the Air Navigation Commission and other bodies as required.
    Act as focal point within the Air Navigation Bureau for liaising with and assisting Regional Safety Oversight Organizations (RSOOs) to review and resolve difficulties in the implementation of their work programmes.
    Plan and conduct ICAO workshops, seminars, symposia and other meetings held in support of Regional Safety Oversight Organizations (RSOOs) and actively participate in similar non-ICAO meetings.

Function 3 (incl. Expected results) Supports the effective implementation of the Regional Aviation Safety Groups (RASGs), achieving results such as:

    Act as focal point at Headquarters for coordinating with the Regional Offices on all the activities of the Regional Aviation Safety Groups (RASGs), to include the conduct of RASG meetings and the implementation of work programmes.
    Provide subject matter input on the harmonization of regional safety information and safety enhancement initiatives, in order to eliminate duplication of effort by the RASGs, States and industry.
    Monitor and evaluate the activities of the Regional Aviation Safety Groups (RASGs) to ensure their effectiveness.
    Analyze safety data for the purpose of updating the status of aviation safety in the ICAO regions.
    Draft working papers, reports, studies and other material relating to the Regional Aviation Safety Groups (RASGs) for submission to the ICAO Assembly, Council, the Air Navigation Commission and other bodies as required.
    Support the Regional Aviation Safety Groups (RASGs) meetings by actively participating and preparing working papers as required.

Function 4 (incl. Expected results) Improves the implementation of quality assurance processes in technical assistance projects, achieving results such as:

    Act as focal point in the Air Navigation Bureau on the joint Air Navigation Bureau/Technical Co-operation Bureau (ANB/TCB) planning, development, coordination and implementation of Quality Assurance (QA) processes for enhancing the monitoring and evaluation of aviation safety and safety oversight assistance projects.
    Monitor the implementation of Quality Assurance (QA) processes and procedures and, if required, propose measures to enhance their effectiveness.
    Draft, in conjunction with Technical Co-operation Bureau (TCB), working papers, reports, studies and other material relating to the Quality Assurance (QA) of technical assistance projects for submission to the ICAO Assembly, Council, the Air Navigation Commission and other bodies as required.

Function 5 (incl. Expected results) Supports the implementation of safety initiatives under the ISD-Safety Section, achieving results such as:

    Serve as the subject matter expert in all areas relating to ICAO's activities in support of the Regional Safety Oversight organizations (RSOOs) and the Regional Aviation Safety Groups (RASGs).
    Provide subject matter advice on ICAO's technical assistance programmes and projects in the areas of aviation safety and safety oversight.
    Identify significant trends and developments in the areas of aviation safety and safety oversight that may impact ICAO's activities, as related to Regional Safety Oversight organizations (RSOOs) and Regional Aviation Safety Groups (RASGs) and the provision of technical assistance to States.

QUALIFICATIONS AND EXPERIENCE


  •     Educational background A first level University degree, preferably in aeronautical engineering, or related field is required.
  •     Professional experience and knowledge
  •     Considerable experience (preferably 10 years) as a technical officer with regional safety programs or Civil Aviation Authorities, including a minimum of five years of experience as a government inspector or an ICAO auditor, preferably in the area of airworthiness and maintenance certification or flight operations.
  •     Extensive knowledge of and experience in the management and implementation of aviation safety projects at international, regional or national levels with leadership ability to plan and manage to obtain tangible results. Experience working at a management level or in an advisory capacity in areas related to aircraft maintenance or flight operations.
  •     A minimum of 5 years of experience at the international or regional level in the field of civil aviation dealing with multicultural and multidisciplinary teams.
  •     Direct experience in the development and implementation of national civil aviation codes, civil aviation regulations, inspector procedures and other guidance material.
  •     Thorough knowledge of the Convention on International Civil Aviation, ICAO Standards and Recommended Practices (SARPs) relating to air operations and airworthiness, specifically related to Annexes 1, 6, 7, 8 and 13.
  •     Experience in the design and establishment of frameworks and systems to integrate, harmonize and implement safety initiatives and requirements at regional and national levels. Knowledge and experience in working with international quality standards, as well as regional and national financial issues related to safety.
  •     Familiarity in dealing with State Representatives as well as governmental and non-governmental entities at different levels on meetings, seminars and workshops.

Language Skills

    Fluent reading, writing and speaking abilities in English are essential.
    A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of two years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62. For external applicants, only those who are expected to complete a term of appointment will normally be considered.

Remuneration: Level P-4 Rate Single Dependency
